    You can use TruMonitor. It is a synthetic monitoring tool that captures performance and functionality metrics of web elements. You can see how the website performs on a real browser accessed from various geographical locations.

    1) Browser’s developer tools (hitting F12 and exploring) is a good start. (as ABC said)

    2) Javascript:
    If you are in a position to put (or ask someone) to put code snippets into the existing code,the answers to the below question offer very simple JS scripts or even oneliners:

    3) soapUI: not sure if this fits your needs, but you can measure response times of WebServices. More info on their website.

    What kind of monitoring tool are you looking for ?Is there any thing specific you are looking for ?
    If you looking for some browser based tool then you can use

    1. Fire Fox :- Firebug

    2. Chrome :- Chrome developer tool

    3. IE :- Internal IE developer tool
